Vacmaster UB0402 Commercial Vacuum

Yes. The UB0402 digs dirt and pet hair out of everything from flat to plush carpet, and it doesn't stall or stick to the pile on deeper rugs. Vacmaster lists it for hard floors as well, with two motor speeds so you can drop the power on delicate surfaces.
